Kansas families and businesses are paying more for electricity — and costs keep rising with little accountability. The TRUE Act (Transparency and Reform of Utility Expenditures) reins in runaway transmission spending, forces transparency, and protects Kansans from unnecessary rate hikes.

Kansas now has some of the highest regional electricity rates. The KCC has approved at least five Evergy increases since 2023 — totaling over 33% — while 25% of Evergy customers struggle to pay. Regional decisions by the Southwest Power Pool drive costs up with little accountability, and utilities have spent heavily to influence politics and regulation.

The TRUE Act stops automatic Transmission Delivery Charge increases and requires legislative reporting and cost-benefit reviews, competitive bidding for large transmission projects (≥300 kV), and safeguards so Kansas doesn’t pay for projects that don’t benefit the state. It also requires legislative approval for the biggest lines (>345 kV), reforms CURB and the Consumer Counsel, increases KCC transparency with ethics rules, and modernizes contracting and nuclear development.

The TRUE Act matters because it protects families from unfair costs, holds monopoly utilities accountable, increases transparency for regional decisions, and empowers advocates to defend Kansas ratepayers.
