The legislation also establishes the Idaho Parental Choice Tax Credit Advance Payment Fund, which allows eligible parents to receive advance payments to cover educational expenses. The total annual tax credits are capped at $50 million, and applications are prioritized based on income and previous credit receipt. The legislation mandates the state tax commission to manage the application process, issue credits, and report annually on the program's outcomes. Additionally, it requires parents to complete a satisfaction and engagement survey to continue receiving credits. The act modifies existing Idaho Code by adding new sections to facilitate the tax credit and advance payment fund, and it includes provisions for severability and retroactive application to January 1, 2025.
