The Wisconsin State Assembly passed Assembly Bill 472 despite concerns raised by consumer protection and free-market organizations that the bill misuses Wisconsin’s pro-nuclear momentum to deliver a utility company handout, while shifting financial risk onto ratepayers. It now moves on to the State Senate.
What’s In AB472/SB 502
AB472/SB502 allows investor-owned utilities to:
- Shift the financial risk of nuclear generation onto families and businesses before a project is completed
- Lock in a guaranteed rate of return with limited financial risk
South Carolina
- Ratepayers were charged billions for the V.C. Summer nuclear project
- The project was abandoned before completion
- Families are still paying higher electric bills for power that was never produced
Georgia
- Vogtle nuclear Units 3 & 4 were financed with early cost recovery from ratepayers
- Costs ballooned above budget by tens of billions of dollars
- Customers paid years ahead of receiving power, while utilities profited from project delays and budget overruns
This is the consequence of shifting the risk from utilities onto ratepayers.
Why This Matters Now
Since 2019, Wisconsin energy rates have increased by more than $2 Billion. When families and businesses are struggling with affordability, lawmakers should not be advancing policies that expose ratepayers to more risk.
AFP-WI is calling on lawmakers to reject AB472/SB502 and instead pursue energy reforms that:
- Support nuclear innovation without utility handouts or subsidies
- Promote behind-the-meter generation and microgrids
- Streamline permitting with clear deadlines
- Keep construction and investment risk with investors, not ratepayers
- Promote competition, accountability, and lower energy costs
Wisconsin can lead the nuclear renaissance, without repeating the mistakes of other states.
