I’m writing to ask for your support of Montana’s Academic Prosperity Program for Scholars (MAPPS). As a parent, I see firsthand how Montana’s education system is struggling, and families like mine need more options to ensure our children’s success.
The challenges are clear:
- Only 32% of 8th graders are proficient in math, and just 28% can read at grade level.
- Rural students are 40% more likely to drop out of high school than urban peers.
- Parents need flexibility to tailor education to their children’s needs.
These aren’t just statistics—they represent real kids and families facing real challenges. If we don’t act now, we risk a future with more students unprepared for college or careers, fewer opportunities for families, and a weaker economy.
MAPPS offers a chance to change this by giving families more choices and resources. The program will:
- Empower parents to customize their child’s education, addressing strengths and challenges for better outcomes.
- Inspire students by offering diverse pathways that increase engagement and align learning with their goals.
- Provide educators more growth opportunities, allowing them to specialize, innovate, and improve job satisfaction.
- Foster innovation through hybrid learning models and community-driven schools, helping Montana stay competitive.
MAPPS also offers practical tools, such as scholarships for low- and middle-income households, tax credits for education expenses, and funding for transportation and special needs therapies. The program includes oversight through a Citizen MAPPS Council, ensuring accountability.
With $8 million in funding, MAPPS can support 1,000 students immediately and expand to help more in the future. This is an investment in our children, communities, and Montana’s future.

Montana’s education system is falling behind. Ranked 30th nationally, our schools face serious challenges:

68% of 8th graders don’t meet math standards, ranking us 32nd in the nation.

72% of 8th graders aren’t reading at grade level, ranking us 28th in the nation.

70% of Montana’s high school graduates aren’t ready for college and need remedial courses.

Montana ranks 30th in the nation for education.

Without change, more kids will fall through the cracks, leaving families without the power to make better choices for their children’s education. MAPPS is the solution. It’s a new program that combines tax credits and education savings accounts to give parents more control over their kids’ education. The program builds on a strong legal foundation, following the 2020 U.S. Supreme Court’s Espinoza v. Montana ruling, to offer flexible and fair options for families.
