Wisconsin is the 13th most regulated state in the nation and the 2nd most regulated in the Midwest, with more than 165,000 regulations on the books. Many of these rules were written decades ago and never revisited, even as technology, industries, and communities have changed.
This regulatory overload doesn’t just create paperwork it has real consequences for real people.
Excessive and outdated regulations:

The Solution: The Red Tape Reset
A package of common-sense reforms designed to modernize Wisconsin’s regulatory system.
The Red Tape Reset would:
- Require every rule to be reviewed at least every 7 years or automatically expire (AB 274 / SB 277 – Rep. Neylon / Sen. Nass)
- Offset new rules by eliminating outdated, costly regulations to prevent endless growth (AB 277 / SB 289 – Rep. Gustafson / Sen. Bradley)
- Limit agencies to one rule per scope statement, stopping multiple rules from being hidden in a single proposal (AB 276 / SB 275 – Rep. Knodl / Sen. Hutton)
- Allow citizens to recover legal fees when they successfully challenge unlawful rules AB 275 / SB 276 – Rep. Tusler / Sen. Wimberger)
These reforms improve transparency, accountability, and efficiency without sacrificing safety or quality.
