Local Government Must Operate Within the Bounds of the Constitution

Dear Official(s),

I'm writing to express my grave concern about the implementation of Flock cameras and other automatic license plate readers (ALPRs) in our community.

As new technologies emerge, it is your role and responsibility as an elected official to ensure they operate within the bounds of a Constitutional framework.

There is now a database cataloging instance after instance of everyday citizens' constitutional rights being trampled through the misuse of ALPR technology. Here's the link to see for yourself: https://ij.org/the-ij-database-of-alpr-abuse/

The U.S. Supreme Court just weighed in on this exact issue. In Chatrie v. United States, decided June 29, 2026, the Court ruled that individuals have a reasonable expectation of privacy in their location data, and when police demand that information - even briefly, and even from a third-party company - it constitutes a Fourth Amendment search. That ruling should give every local official pause: the same Constitutional concerns that applied to geofence warrants apply directly to networks of cameras that log where residents drive, when, and how often.

With this in mind, I'm asking you to vote against any further expansion of Flock cameras or ALPRs in the Knox County region and to end the current contract.
