Oppose HB 374 – Protect Free Speech and Privacy
House Bill 374 would force nonprofits, potentially including charitable 501(c)(3)s, to publicly disclose the names of private citizens that give their time and resources to these civic organizations.
This proposal threatens donor privacy, discourages charitable giving, and opens the door to government overreach. If a 501(c)(4) shares resources with an affiliated 501(c)(3), the charitable organization could also be forced to reveal all of its donors, violating long-standing protections for free expression.
A politically motivated regulator could use this law to target organizations and donors engaged in legitimate issue advocacy. Even if they win in court, the cost and burden would silence many voices and weaken open debate.
HB 374 isn’t about transparency, it’s about control.
The Pennsylvania House must vote NO on HB 374 to protect free speech and donor privacy for all Pennsylvanians.
