Cigar lounges — also known as tobacco bars — are more than just small businesses. They are community-rooted spaces where adults can responsibly enjoy cigars and pipe tobacco in a designated, regulated environment.

But right now, Wisconsin law is standing in the way of freedom, entrepreneurship, and economic growth.

Wisconsin’s small business owners are being held back by an outdated “grandfather clause” in state law that prevents the opening of new cigar lounges. Since 2009, not a single new license has been issued for cigar lounges due to the legislative restriction.

Senate Bill 211/ Assembly Bill 211 removes that roadblock.

This proposal updates the law to allow new licenses for cigar lounges, giving Wisconsin entrepreneurs the freedom to meet growing demand. It doesn’t weaken smoking bans or public health protections — it simply recognizes that adults should have the choice to visit businesses specifically built for cigar and pipe tobacco enjoyment.
